That's one way of thinking about "decide," but yes, it comes from the "classical Latin dēcīdere to cut off" (OED)—and, has come to have such a strong connotation of conscious consideration and analysis that it's easy to lose sight of the possibility of 'cutting off' branches that have less resonance in a more intuitive way.
